NeQuan C. McLean
President and Burough President Appointee
NeQuan C. McLean is the President of Community Education Council for District 16 in Brooklyn, serving Bedford-Stuyvesant and Crown Heights, and the Co-Chair of the Education Council Consortium, which includes parents or caregivers, advocates, or community members who aspire to create a New York City public school system that is equitable, inclusive, antiracist, and free of all forms of oppression and that provides an appropriate and humane education for all students.
Mr. McLean’s long career of youth, educational and community service began with his involvement as a senior level administrator for Family Dynamics, a division of SCO Family of Services - where he supported various youth and family programs for more than 10 years. He served as Board Chair for the 1City Youth Project, which provided sports, arts and educational programs and services for underserved children across New York City and ultimately became an active member of his children’s Parent Teacher Associations. These activities of service ultimately led him to become a member of the NYS Title I Committee of Practitioners, the PTA Link Advisory Board, the Citywide School Diversity Advisory Group and the Fair Student Funding Task Force.
An Elder at Abundant Life Church, Mr. McLean continues to serve the community championing the needs of underrepresented children and families through the employ of his faith, strong values and extensive knowledge of local, city and state resources. He is the co-owner of NCM Events, a firm specializing in the production of high-quality special events and continues to offer his expertise to an array of community based projects. He continues to reside in Bedford-Stuyvesant with his wife Tiffany, and his four children Jade-Nijia, Jay-Len, Jashae and Jairus.

Victor T. Iroh
Vice-President and Borough President Appointee
I am currently a parent of a 9-year-old daughter and serve as the CEC Vice President and Borough President Appointee. I have been a member of the CEC16 for the past four years both as a parent-elected member and appointee, serve on the Economics Development Committee of Community Board 3, serve on the Economic Empowerment Committee for Brooklyn NAACP, as a member of Vanguard Independent Democratic Association (VIDA), Kings County Committee member, serve on advisory council for IMPAACT Brooklyn, and hold previous experience as Adjunct Professor at Long Island University Brooklyn Campus. I enjoy public service and am a strong advocate for equity and justice.

Candace Lamazon-Belle

Greetings! My name is Candace Lamazon-Belle. I am a wife and a mother to two lovely kids: Christian (20) and Stephania (12). I am very involved in my children’s education. I am always attending PTA meetings and asking questions pertaining to my children and our community. My daughter Stephania emphasizes why I want to support improvements in support of children and youth. I want students and our community to grasp the chance to see even greater in themselves beyond measure. For this reason, I am happy to join the CEC 16 team.

Tanisha Gaskin-Christie
Member
Tanisha Gaskin-Christie is a wife, mom, author, and HR VP at a Global Bank and the founder of Women Who Want More, LLC. (WWWMLLC). WWMLLC’s mission is to equip women with the tools, resources, networks, trainings, outlets, wellness vehicles and support to step into the more that they want to see for their families, communities, mental and physical health, financial positioning, and spiritual footing. It’s this work through her organization that ignites her passion for children. She is a strong believer in educational advocacy and community engagement as key components of building grassroots village positioning with key stakeholders that will drive change for her 9-year-old and 14- year-old sons who are in the NYDOE school system. Her goal is to lend her professional acumen and entrepreneurial experience to effect change for all NY Students and Families.

Ingrid Douglas
Member
Ingrid Douglas is a native New Yorker with 20 years of experience in marketing management in the professional services industry. She believes your connections—cultivating, understanding, and bonding with your audience—ultimately drive opportunities and success in any undertaking. Most recently, she changed career paths and is currently a Senior Data Analyst for a software technology company.
Ingrid strives for excellence in all her endeavors. She has been recognized with several awards, including a Platinum MarCom Award for international excellence in marketing because of a direct-mail campaign, and Merrill Corporation’s All-Star yearly and quarterly awards for outstanding work performance.
Her most recent and proudest moment was running a successful P.T.A. fundraiser for her daughter’s elementary school, where over $10,000 was raised—a school record, with the school benefitting from approximately $5,000 of it and additional personal donations. Ingrid has an 8-year-old daughter and serves on the P.T.A. and S.L.T., and in those capacities, serves the school as a parent leader.
She has leveraged her professional experience in her personal life by operating an online boutique and successfully running a short-term rental apartment from her Brooklyn home, achieving 5-star ratings and super host status for more than twelve consecutive quarters. She has been a homeowner, landlord, and small business owner in Bedford-Stuyvesant for the past thirteen years.
Ingrid holds a Bachelor of Science in Marketing and Management Information Systems from Syracuse University.

Christina Raymond
Member
Christina Raymond is a proud District 16 parent with a demonstrated commitment to fighting inequities in education, the arts, and healthcare. Ms. Raymond currently chairs the CEC 16’s Policy Subcommittee and serves on the Executives’ and Financial Professionals’ Advisory Committee of the New York City Urban Debate League; the Advocacy Committee of the NYC Arts in Education Roundtable; and The Family Guild of the Mark Morris Dance Group.
Ms. Raymond has also served as an E-Board Member of a District 16 school’s PTA and as a Board Member/Development Chair for Maitri Compassionate Care, a non-profit hospice caring for people with HIV/AIDs, where she also served as a direct-service volunteer.
Prior to turning her attention to the field of law, Ms. Raymond was a ballet dancer, dance educator, and dance journalist. She now develops strategic intelligence for some of the world’s largest technology companies, with a focus on capital structures used in intellectual property finance. Ms. Raymond holds a BA in Philosophy from New York University.

Stephanie Sandeus
Member
My name is Stephanie Sandeus, and l am serving on the Community Council for District 16 this term. I am excited to work with such a wonderful team as we embark on this new journey. I have been a Parent Leader for several years in all capacities, such as PA/PTA President, SLT Chairperson, Presidents’ Council Secretary, and as a Certified IEP Parent. However, my greatest titles are mother and wife. My family is why I do this work. Their support keeps me focus on the important things which is love and community. I am dedicated and honored to represent and serve the District of 16.
